The Conde Labak Rural Waterworks (CLRW) Management System collects and processes data strictly for legitimate municipal water utility administration, automated OCR meter capture, tariff calculation, ledger auditing, and operational incident reporting for Barangay Conde Labak.

2. Personal & Utility Information Collected

• Subscriber Records: Consumer names, account numbers, meter serial numbers, zone allocations, and registered contact information.
• Meter Reading & OCR Imagery: Photographic captures of physical water dials, OCR digitized consumption readings, and GPS verification timestamps.
• Billing & Financial Ledgers: Monthly billing computations, payment receipts, arrears records, and treasurer audit logs.
• Management Credentials: Authorized officer email addresses, authentication timestamps, and session security tokens.

3. Data Protection & Security Controls

All consumer records and financial logs are protected by role-based access control (RBAC), multi-factor authentication (MFA/OTP), and encrypted transit protocols. Access to executive dashboards is strictly confined to verified Chairperson, Treasurer, and authorized water utility administrators.

4. Rights of Data Subjects

Subscribers and personnel retain the right to be informed, request copies of their billing history, correct inaccurate meter entries, and file inquiries with the Barangay Conde Labak Waterworks Executive Committee.
